In the state of Kentucky, a Touchstone Energy Cooperative, called Blue Grass Energy provides an energy-efficiency improvement program. This is especially applicable to residential sectors. The program involves an energy advisor who is specially trained to identify areas encompass the residential sector. Upon gaining familiarity with the area concerned, the advisor gives important information to resident families, regarding recommended energy-efficiency improvements.
A utility rebate program is available for those who have resided for at least two years in a given area. They should be using an electrically-heated home system, in order to qualify for the rebate.
The maximum rebate that members will be able to qualify for is $350.
Blue Grass Energy will pay up to $200 for what they refer to as “weatherization improvement.” This improvement includes adding insulation, window replacement, air sealing, and improvement of insulation in a building, in order to make it more efficient.
Individual Blue Grass Energy members may also qualify for $150 rebate for sealing duct work (whether the work is done by a contractor or is done by the member himself).
In the case of sealing duct work, the energy advisor would perform a blower door test, before and after the work is done. The blower door test helps determine how airtight a home is before and after the sealing has been done. Thus it can be determined whether a significant improvement has been made.
Energy audits can also be classified and qualified under the rebate program. In this particular program, Touchstone Energy Home program trains its energy advisor to work closely with the resident, or builder, of the home. Once qualifications are met, the advisor can then ascertain that a home meats Energy Star® standards. A home which meets these standards and exceeds the 2004 International Energy Conservation Code by at least 15%, can be considered a Touchtone Energy Home. The home testing and computer analysis of the home is done by Blue Grass Energy at no charge to the resident.
As homes and residences pass the certification criteria and reach the certified level, the Energy Star® label improves in its value and efficiency. The resale value of the house increases.
This program can be availed only by any qualified building or resident of an electrically-heated home.
The benefits of this program include the free evaluation of the home (valued at $500), the blueprints which provide and energy-efficient design, IECC Code compliance, air exchange rates, energy consumption estimation, and HVAC sizing.
